Early Childhood Accountability System Overview

The purpose of the EC Accountability system is to evaluate the effectiveness of preschool special education based on results for children.  The Individuals with Disabilities Education Act of 2004 (IDEA 2004) requires that states report on the progress of preschool children with disabilities receiving special education and related services.

In this age of accountability, policymakers are asking questions about the outcomes achieved by programs supported by public funds.   Judging the effectiveness of any program requires looking at results, not simply at the process. The Office of Special Education Programs (OSEP) in the U.S. Department of Education now requires states to report outcomes data for children served through Part C and Part B Preschool of the Individuals with Disabilities Education Act (IDEA) as part of their Annual Performance Report. Many states plan to use data on child and family outcomes to improve their programs in addition to providing the required information to the federal government.   Source:  Early Childhood Outcomes Q&A.

Maryland Model for School Readiness (MMSR) Exemplars are now available for P3, P4 and K, Fall/Entry and Spring/Exit.  In addition, Framework and Standards documents are available for P3 and P4 (9/15/08).

MSDE Public Website of State Performance Plan Results

The Early Childhood Outcomes (ECO) Center seeks to promote the development and implementation of child and family outcome measures for infants, toddlers, and preschoolers with disabilities to be used in local, state, and national accountability systems.



As required by the Individuals with Disabilities Education Act (IDEA) of 2004, the Maryland State Department of Education (MSDE) developed State Performance Plans (SPPs) for Maryland’s early intervention and special education systems for the 2005-2010 time period. The plans serve as a blueprint for improvement for services to children with disabilities and their families in the State.

MSDE developed a State Performance Plan website that displays the State and local results for the indicators in the SPP. Each year, the current data reported in the APR will be added for comparison to the previous year’s results. Data for new indicators will be added to the website as it is collected and reported.
