Inclusive Opportunities

Providing a continuum of early childhood settings continues to be a significant challenge for local school systems in Maryland. The provision of inclusive opportunities is supported by federal and state laws and guided by national and local policies. Ensuring that inclusive opportunities are available requires effective partnerships between local school systems, families, and other public and private early childhood programs. The intent of this section is to address both governing rules and regulations as well as documented effective practices that support the participation of young children with disabilities in services and settings with their typically developing peers. As a result of meeting this challenge, all young children may have increased access to quality early childhood program experiences.  

The following two websites were developed through grant funding from MSDE to support preschool children in community settings.

  • EC-TAC is a Technical Assistance Center that provides information on assistive technology to support preschool children with disabilities to be included in their schools and communities.
  • VI Curriculum offers strategies for including visually impaired children in community settings, developed by the Maryland School for the Blind.
